Mud Flaps

What happened to mud flaps on trucks being mandatory? Did I just dream all that? It seems all of these new SUVs and trucks on the road don’t have mud flaps, and I constantly have rocks getting kicked up at my windshield. I guess the car makers try to pass mud flaps off as being an option you have to pay for. That’s nuts!
